32 Civilians Killed in Attack and Reprisal Violence in Doungouro, Niger Republic

No fewer than 32 civilians have been killed in a deadly sequence of attack and reprisal violence in Doungouro area of western Niger, highlighting growing concerns over civilian protection in conflict-affected communities.

Local sources said the incident began in the early hours of Monday when suspected fighters linked to the Islamic State in the Greater Sahara stormed the weekly market in Doungouro on motorcycles.

According to the sources, the attackers shot and killed four civilians during the raid and rustled an unspecified number of cattle before retreating towards the border with Mali.

In the aftermath of the attack, members of a local volunteer force from Kokorou commune, identified as Volunteers for the Defence of the Homeland (VDPs), mobilised to the scene in response to the incident.

However, the intervention reportedly degenerated into violence, with the militia allegedly targeting civilians indiscriminately. Sources said individuals identified by their attire, particularly those wearing turbans, were singled out during the reprisal.

The sources added that many of the victims included traders and residents from nearby communities, including Terra, who were present at the market at the time of the incident.

Preliminary reports indicate that 28 civilians were killed during the reprisal, bringing the total death toll from both incidents to 32.

The development has raised concerns over the conduct and operational methods of local militias operating in insecure regions, particularly regarding rules of engagement and the protection of non-combatants.

Security analysts warn that such cycles of attack and reprisal risk deepening mistrust among communities and could further complicate efforts to stabilise areas affected by insurgent violence.

Authorities are yet to issue an official statement on the incident, while investigations are expected to clarify the circumstances surrounding both the initial attack and the subsequent killings.
