GREEN BAY, Wis. (WFRV) – A Green Bay man had his cash bond set at $75,000 after authorities allegedly found over ten improvised explosive devices (IEDs) at his residence.

According to a criminal complaint obtained by WFRV, 31-year-old Kenneth Seay is facing 18 charges related to drugs and explosives.

On February 20, authorities were made aware of a package being shipped to Seay’s residence from California. A few days later, a K9 indicated the presence of narcotics within the package.

The package was later opened, and around 170 grams of white crystalline substance were found. Additionally, 12 grams of a white powdery substance were found.

They tested positive for methamphetamine and cocaine, according to the complaint.

On February 24, members of the bomb squad were sent to Seay’s residence after being searched, and what was believed to be improvised explosive devices were found.

In total, 13 improvised devices were found.

One of the devices had nails inside, while another had ‘Boomstick’ written on it.

The FBI and ATF were contacted after the devices were found.

It was later determined that all of the devices were improvised and not commercially made, according to the complaint. Authorities say one of the residence’s doors had modifications that allowed it to be barricaded.

Seay was arrested and asked for a lawyer and did not speak with authorities, the complaint said.

An acquaintance of Seay was interviewed, who reportedly admitted that he sold drugs. They reportedly told authorities that Seay gets shipments of drugs about twice a week.

The complaint says the acquaintance told authorities Seay was afraid of the cartel.

Felony
Up to three and a half years in prison

Possession with intent to deliver cocaine
Felony
Up to 15 years in prison

Possession with intent to deliver methamphetamine
Felony
Up to 40 years in prison

Possession of THC
Misdemeanor
Up to six months in prison

Possession of drug paraphernalia
Misdemeanor
Up to 30 days in prison

Possession of improvised explosives (13 counts)
Felony
Up to six years in prison (per count)

Court records show Seay was scheduled to be in court on February 26 at 2 p.m. for his initial appearance. Arrest records show he had his cash bond set at $75,000.
