A large fire broke out in the city of Livny in Russia’s Oryol region after a drone attack early Tuesday morning, likely targeting a local oil refinery.

The Exilenova+ Telegram channel reported that two terminals at the refinery were on fire.

Regional governor Andrey Klychkov confirmed that drones attacked the area overnight, causing fires at fuel and energy facilities, though he did not specify which ones.

Livny is home to the Orelnefteproduct oil depot, which was previously hit by drones on Jan. 24, 2025, according to ASTRA.

Russia’s Ministry of Defense claimed that air defenses intercepted and destroyed 45 Ukrainian aircraft-type drones, including one in the Oryol region.

Ukraine has not commented on its involvement in the attack.

The previous attack in the city of Oryol occurred late on Nov. 16, when explosions were heard amid reports that the local thermal power plant (TPP) may have been struck.

On Monday morning, Nov. 17, the Oryol governor said air defenses had destroyed 10 drones over the previous 24 hours. He reported damage to a private home, two apartment buildings, and several vehicles, but made no mention of a strike on the TPP.

That incident came just days after multiple explosions shook Oryol on Nov. 13, when Ukraine launched long-range “Flamingo” cruise missiles deep inside Russian territory.

Ukraine’s General Staff later confirmed coordinated strikes on “several dozen” military and logistical targets across Russia and occupied Ukrainian territory.

For the first time, it publicly acknowledged the use of Ukraine’s new domestically developed long-range systems - including the “Flamingo,” “Bars,” and “Liutyi” missile and drone platforms.

According to the Supernova+ channel, debris found in Oryol matched components of the new “Flamingo” missile.

Earlier, on Nov. 5, Ukraine also struck a thermal power plant in Oryol, following a wave of drone attacks on Oct. 31 that hit energy facilities in the Vladimir, Yaroslavl, and Oryol regions.

During the October strike, drones damaged the city’s main TPP, knocking out equipment and cutting heat and hot water to three of Oryol’s four districts.

The Ukrainian Navy later said Neptune cruise missiles were used to hit the plant’s outdoor switchgear, which distributes electricity from its generators to the grid.
