SAA event in Mexico on Fri 7th November 2025

Guadalupe Urban Ceballos, Councillor for Parks and Gardens in the municipality of San Juan Cacahuatepec, was executed during an armed attack in the community of San Antonio Ocotlán, in the Costa region of Oaxaca. 

The news was confirmed by the Oaxaca State Attorney General's Office (FGEO), which issued a statement saying that it had immediately launched an investigation into the attack and activated the Ministerial, Police and Forensic Investigation Protocol for the Crime of Femicide, given the victim's status as a municipal official and a woman.

The events took place on the morning of Thursday, 6 November 2025, when the Regional Deputy Prosecutor's Office for the Coast received a report that the body of the councillor, a member of the Green Ecologist Party of Mexico (PVEM), had been found on the road leading to San Antonio Ocotlán, Cacahuatepec.

It transpired that the 47-year-old councillor had been intercepted by an armed commando as she left her home before being executed. 

Specialised and multidisciplinary personnel went to the site to carry out forensic procedures, process the scene and conduct initial investigations to clarify the case.
