On 15 December 2022, Russian forces shelled Kherson, Kherson region, 16 times during the day, having hit the city center near the Regional State Administration building, residential buildings and the Red Cross office, which operated as a healthcare and humanitarian aid distribution point. 4 civilians were killed, among them a volunteer medical worker of the Red Cross. At least 3 civilians were injured, including 2 people at the Red Cross office and a bus passenger. The shelling caused a power outage of the entire city.
